Abstract

 The writer described about the process of the establishment and the encouragement of the local library and the traveling library which established with active encourage by the social education, at the latter term of Meiji period.
 At that time, Kyoikukai which was mainly made up of teachers did their best to civilize people in the country as the system of the promotion in the social education in the systematization which is suitable to the local administration and it managed and should activity to the library.
 In Chiba Prefecture, they started traveling library in 1907, but after two years they changed their control to Kyoikukai. The library of Kyoikukai shifted to public institution and the public library was formed. But the example in Chiba Prefecture, pointed to the opposite process, the reason why the management and the organizing ability were kept up a local self-governing body at the time. However on the assumption that, Kyoikukai got the subsidy. But library could not have a chance to establish the central library and then season.
 In addition to it, as they made the first problem of the management of the promotion in the social education, only the service of the traveling library was emphasised and it made a long way to popularize of library. Like as this, most of the libraries and the traveling libraries at that time were reflect the plan of the Ministry of Education authorities in point of management, they were lost independence of the library activity.
