A public library has been recognized as one of the most difficult areas in which to apply the analysis of operations primarily because certain areas of its program embody cultural and social objectives which are incapable of precise measurement. It is, however, necessary to ascertain the elements of library work program and to measure these elements in quantitative terms, wherever possible, if we should obtain possible management such improvements as they used to do in modern factories. The Tokushima Prefectural Library and Professor Fukui and his staff, the Medical College at Tokushima University, have cooperated on a study which developed the fatigue measurement of the library staff members in the Tokushima Prefectural Library as an approach to work measurement in the public library field.
