Abstract
The symbiosis of town and country has learnt to be an important issue in Japanese planning. Thus, it is needed to reexamine the history of Japanese planning system from the viewpoint of town-country relationship. In this study, regional improvement movement and the journal entitled “Shi-min” were taken up to be studied in the context. When scrutinized the visions on town, country and town-country relationships expressed in the articles of the journals, the following findings were obtained. The town was neglected at first, and then it was seen with aggression. On the other hand, a concrete image on a model country was created and remained with little change in the image.
