Abstract

Purpose of this study is to clarify the problems in establishment of new river management systems based on the partnership of river authorities, local communities and other local bodies in the case of Ushirogawa Project. The conclusions are: 1) 1)In the first step, river authorities and NPO's have to make programs to coordinate different bodies having interests in river environment. 2)After establishing management system, members should always discuss their roles for river management and do practice with partnership
