Abstract
A questionnaire survey was carried out to derive a desirable upgrading policy for advanced utilization of reservoirs such as disaster prevention or relaxation. The main feature of this research is that the attributes of local residents are focused on. Analyzing the answers from residents statistically, we can conclude the followings are important in setting upgrading and management plans: (1) consideration of the morals of users, effect of rurbanization and that of aging ; (2) requirement of the meeting by the representatives of each age group.
