Abstract
The conception of rural planning is not yet fixed in our association. So the author will treat the thought and methods of rural planning which may be created by village dwellers themselves.
In this respect, the author poses two questions which he had to make by himself. The first is: Are the village dwellers able to make and realize rural plans? The second is: What should the thoughts and methods of rural planning of the village dwellers be?
On the first question, recently the problems which can't be resolved without the village dwellers' decisions are increasing rapidly in rural areas. Many of them are land-use problems. After this indication, he concludes that the village dwellers have enough abilities to make and realize rural plans. The reason is that the village structure already includes a system of decision making and responsibility which is necessary for making and realizing rural plans. As a result, rural planning should be made and realized fundamentally by the village dwellers themselves.
Concerning the second question, the village dwellers and a self-governing body take over a portion of the functions on rural planning each other. Rural planning should be borne by the village dwellers. However, they do not always have the techniques to make rural plans and the means to realize them. So they cannot bear it perfectly. Therefore, a self-governing body should give assist them with the techniques and means of rural planning.
