In order for small and medium-sized regional cities to survive severe population decline, it will be the key for the future cultural policy; to consider on how it can be cooperated and developed comprehensively on the regional level. With this in mind, this study aims to look at the possibility of cultural policy through regional cooperation among municipal governments, in particular, to examine a regional cultural policy within the Tajima region in Hyogo prefecture. However, currently there are still few examples of cultural policy beyond the boundaries of basic local governments. Therefore, this thesis takes up the state of Saxony in Germany as a case study, which has established the “Saxony’s Cultural Areas Act,” a law for cultural promotion through regional cooperation. As a conclusion, this report will also summarize how regional cultural policy should be implemented in the Tajima region.
