Abstract
China has recently launched a new policy of integrating the rural and urban areas against the political background that the rural-urban divide has widened to such an extent that social stability strands on the edge of a precipice. This paper analyzes first the theoretical and historical origins of the new policy, then discusses a heated debate over the Lewisian turning-point in China, finally compares the rural-urban divide and integration between China and Japan.
