Abstract
In local areas of Japan, the decrease of the population has been a severe matter. Many municipalities have practical policies for that, but many of them have not gotten positive results, yet. In many local municipalities, “policy-transfer procedure” has one of main policy-making methods. If they think to introduce that method for demographic issues, it would be important to find appropriate cases for them. In this paper, as a case study, 51 municipalities in Hokuriku District are analyzed. The main results say that 1) because many municipalities in Hokuriku District have a matter of population decrease, cooperation among neighbor municipalities would make effect, 2) although some are different from the volume of population, the situation of demographic problems are similar, so they should cooperate about policies with each other, 3) the capital cities of each prefecture have similar features, so that they should cooperate with each other about this issue.
