Abstract
This study is a practical research paper on “efforts to revitalize local regions,” which is one of the “policies to correct the concentration on Tokyo” for national land resilience. Specifically, I took up Kamishihoro Town in Hokkaido, as a case study, and analyzed the factors that enabled the town to create value through sustainable efforts and achieve certain results in addressing the problems of declining and aging population from the perspective of risk management theory, in order to find clues to the realization of regional development and, ultimately, national land resilience.
