Abstract
Under altering the City Planning law in 2000, the local governments are able to establish the standard of location concerning the development permission in urbanization control area by the ordinance. We exam practical use concerning the ordinance. Besides the subject of this study is Tokyo Metropolitan area;Tokyo ,Kanagawa,Saitama,Chiba prefecture. As a resulut, we found that it is difficult to apply this ordinance in cities located in the center of Tokyo Metropolitan area nearly , compared with cities located in rural area. However, we found that some municipality which are located in rural have unique traials with their own aims.
