Abstract
On plan making process, Yamato city set four citizen participation channels; the two in real space and the others in cyber space. The channels in each space are divided into two patterns; one is the member limited and the other unlimited. So the purpose of this paper is to show the relation among these four channels through protocol analysis. And we have got two following conclusions. One is in the member limited channels the theme of the discussion continues between real space and cyber space mutually, as a result it is possible to communicate closely there. The other is the continuity of the theme of the discussion exists almost only from member limited channels to unlimited channels, so the member unlimited channels are used to justify the discussion in the member limited channels. But to communicate more closely, the continuity from unlimited channels to limited channels is necessary,so we construct some sysytem which continues the continuity from unlimited to limited.
