Abstract
The purpose of this paper is to get the clue for the solution of traffic problems in a housing development, which has the structure of the tragedy of the commons, one of the social dilemma, from the knowledge about it in social psychology. We have an interest in a traffic policy, no-car-zone, which prohibited vehicle from passing inside the residence zone in the Osaka Nanko Port-town. We investigated residence by questionnaire surveys to clear the factor of the spread of the street parking in no-car-zone. There are some psychological effects behind of the behavior street parking, moral obligation and personal norm and so on. We cleared that the decline of the degree of acceptance is one of factor of the spread of the street parking. As the result, it is obvious that the consciousness at moving into the town has an effect on after travel behavior.
