Abstract
This study notices suburb development of public facility as a factor of the central district decline. For the public libraries located in local city, we grasp actual condition of the suburb development and examine the ideal way of future public facility location. First, we clarify the scale extension and location transition of the library for past of 20 years of the local cities. Many libraries transfered or newly constructed locate in the suburb. Center libraly having center function is not also without exception. As a result of user questionnairing in the 5 cities of 7 libraries, we find that the location of the library affects the utilization condition and the 'transportation poors' are sufferd the effect seriously.
