This study aims to identify characteristics of Strategic Environmental Assessment (SEA) systems on land use plan in the Netherlands and England by comparing their systems and case studies. From the comparison, the following characteristics were revealed: Dutch SEA system appraises plans from later planning stage from only environmental aspect. It can not show how balance between social, economic and environmental aspects was kept in decision making. However documents are easy to understand because of visual expression and simple process. English SEA system appraises broad scope of plan from early planning stage by environmental, social and economic aspects. It can clearly show how balance among the three aspects was kept in decision making. The points to be resolved is difficulties to understand for public.
