Abstract
We propose a new method for evaluating residents' benefits from new constructions or by transfer of facilities that have the same attractiveness for the residents. First, a network Voronoi diagram is used to show the segments at the equidistant points to the two nearest facilities on a street network. Second, we propose a formula that estimates the sum total of shortest-path distances from each house to its nearest facility. Third, the difference in total distance with and without the construction is transformed to the present value of the reduction of travel time and cost by discount rate. Finally, a practical case study is shown using a street map and free software.
