Abstract
When discussing the issues of Taiwan’s independence and unification, it is essential to understand the
origins of both claims. The claim for Taiwan’s independence was formed by the threat of annexation by
the CCP and the dictatorial rule of the KMT, and has been strengthened by caution against KMTCCP
cooperation and freedom of speech. This suggests that the possibility of peaceful unification is
shrinking. On the other hand, the claim for unification by CCP has been strengthened by the political
agenda of the Xi administration, but the ideas on Taiwan policy have differed significantly from
administration to administration. This suggests that different policies may be chosen in the post-Xi era.
