Abstract

High reliability organizations like as airport control, chemical plants and other high risk facilities must maintain safety even under high risk situations. Recently, considering realities of these high reliability organizations, paradigmsift from Safety-I, which is defined as freedom from risk, to Safety-II, which is constructed with resilience, has been noted. In general, University, except for University Hospital and Institute of science and technology, is not high reliability organization. However, as introduction of Safety-II concepts is significant on the standpoint of safety management at university, we tried an introduction of Safety-II concepts into safety management on the basis of improvement of safety inspection and safety education in order to raise resilience potential at Niigata University.
