Assessing the Regulation of Foreign Workers in Taiwan

Abstract

According to the Employment Service Act, Taiwan imports foreign workers by theprinciples of supplement and limitation on occupations and quantities to solve theproblems of labor shortages. However, the rapid rise in the number of foreign workers isover 710,000 in 2019. The reason is the Ministry of Labor reinterpreted its promise ofmore foreign workers to be imported. Therefore, the Contral Yuan investigated andproposed corrective measures to the Ministry of Labor.
