Abstract
This paper reports on a class activity where students engaged in policymaking public debates, using
Microsoft Teams. For pre-debate activities, students participated in Japanese-language value and
policy debate matches, followed by writing English essays on the same topics. Next, students participated in a policymaking public debate, a form of debate proposed by Sanaga in his 2017 book. The topic of the debate was “Balancing stable energy supply with achieving a carbon-neutral society.” After the debate matches, students created English video presentations about policy proposals over the topic.
