Abstract
City center decline in Japanese local cities has been serious social problems. Many local governments in Japan have implemented numerous policies to revitalize city center area. Nevertheless, these are not yet effective, and academic and practical issues have still remained. This paper aims to compare present conditions of city center area with Japanese local cities, and clarify the relation between urban basic indices, and indices and factors of city center decline. The result shows following two items. The first one is that all indices of population, commerce, business and pedestrian volume in a city center area have decreased in most of local cities. The second one is that indices of city center decline have positive correlations with population density, population increase ratio and the service level of public transportation in city center area and have negative correlations with indices of the war rehabilitation land readjustment project.
