Roles of municipalities to develop the zoning map of wind energy for social consensus building

Abstract

This study focused on roles of municipalities for deciding the zoning maps of wind energy for social consensus building in the case of Nagasaki Prefecture. Analyzing on the points of the basic policy of formulation, community benefits and environmental aspects. As a result, it was clarified that the roles made prefecture and basic municipality consultations possible to discuss about the basic policy of formulation with multi-layered discussion, environmental aspects in the both one and over a wide area and community benefits in the basic municipality with each level discussion.
