To accommodate air traffic demand increase, ATM has significantly improved its performance in the last few decades. However, since expectation on ATM is growing, further ATM performance improvements are required. To that purpose, ATM performance assessment are planned that will provide valuable performance information. Through such ATM performance assessment, performance bottlenecks can be identified and prioritized in terms of severity in order to be mitigated and hopefully removed appropriately. Furthermore, such ATM performance studies can and should facilitate the estimation of the benefits of planned ATM improvements prior to their implementation.
To promote the assessment, an ATM performance assessment system is designed and implemented, which stores the actual operation data and computes the ATM performance indexes. The design as well as the implemented function of the assessment system is described in this paper.
Also, as an application of the ATM performance assessment, analysis results are presented. In the analysis, delay is studied from the viewpoint of punctuality as well as predictability. Punctuality is measured on industrial standard indicators and the results demonstrated high punctuality of Japanese ATM. From the predictability study, pre-departure delay proved to be the main factor of the delay.
