Abstract

After brief introduction of the Japanese international fisheries cooperation system, the constraints and efforts to overcome those constraints are discussed particularly in the case of fishery grant aid program. The most serious constraint of the program is the lack of preparation and follow-up mechanism in its system. As the efforts to overcome the constraint (1) a long-term plan of cooperation, mechanism in its system. As a practical example, a series of fisheries cooperation projects implemented by Japan in Mauritania for last several years are introduced by highlighting how those efforts mentioned above have been made and functioning. Based on those analysis and experiences a strategic approach for successful international fisheries cooperation under limited conditions is proposed to conclude.
