Abstract

This study aimed to understand the characteristics of I-turn manpower engaged in fisheries by conducting follow-up and attitude surveys on people who moved to Shimane Prefecture to engage in fisheries.

The surveys showed that the I-turn manpower was a fluid working population that had frequently changed jobs and showed low employment retention rates. On the other hand, they had little experience in moving to different regions and were urged to reconstruct the plans of their life in fishing villages. Economic viewpoints were a factor that ruled their attitudes as they had faced drops in income and increases in working time by commencing fisheries. Their economic viewpoints were at the level of just gaining the sum necessary for living, and they did not have ambitions to pursue economic benefits or gain higher social statuses.

Therefore, the authors propose fisheries management structures to investigate the effective use of I-turn manpower based on their characteristics identified in this study from two different aspects of limiting their use to a complementary role and using them as the central power.
