Indoor location platforms that provide human movement history for location-based applications are expected to spread into every home environment. Most of the platforms, however, are designed for a dedicated environment and a single application. Since the hardware and software components of a platform are strongly linked to an application, it is difficult to modify the components according to the room layout and application requirements. In this paper, we propose "VELSY," a support system for developing indoor location platform and its application. The dependencies among VELSY's components are weaker than those of previous studies. While configuring a platform and its application into a site, the user of VELSY can easily modify the type, the number, and the location of the sensor devices. The experimental results showed that VELSY had a certain degree of usability and had enough flexibility in configuring the platform and its application.
