A plastic scintillating fiber detector as a 4π-detector for charged particles around target region has been developed. This is a triggerable detector and an image of photons can be taken as a picture event by event unlike a bubble chamber and nuclear emulsion. It consists of scintillating fibers, image intensifier tubes, and a charge-coupled device. Hyperon-proton scattering experiment has been performed as an application of this scintillating fiber detector. This detector has been used as an active target, i.e. as a production target of hyperon beam and a scattering target of hydrogen, in the experiment.
