Abstract
On March 17, 2019, an aboveground naphtha storage tank caught fire at a tank terminal of Intercontinental Terminals Company in Deer Park, Texas, USA. The fire spread to other 12 tanks. The fire lasted three days and was extinguished on March 20. The secondary containment dike surrounding these tanks collapsed, and a large amount of contaminated water which included tank contents, fire extinguishing foam and fire fighting water flowed into the adjacent ship channel. This created an environmental problem. The U.S. Chemical Safety and Hazard Investigation Board (CSB) conducted the incident investigation and issued the final report on July 6, 2023. This paper describes the outline of this incident based on the CSB report.
