Abstract

In Iwaki City and surrounding cities and towns in Fukushima Prefecture, citizens have worked to regenerate agricultural land and overcome rumors with the aim of recovering from the Great East Japan Earthquake and nuclear disaster. The ”Fukushima Organic Cotton Project” has continued its activities from 2012 to the pre-sent by collaborating with various local actors and interacting with companies, groups and individual vol-unteers in the metropolitan area. Regarding the process of restoration, reconstruction, and sustainable com-munity development, we will clarify the regional reconstruction co-creation system through civic collabora-tion by considering the reconstruction activities and the previous research on regional revitalization applying the P2M theory, the questionnaire survey for volunteers, and the P2M theory.
