This paper proposes a method of research and development management for information technology service providers, taking account of the types of service provided. It identifies research items to which the R & D division should contribute at each part of the value chain in an information technology service enterprise. It then shows how to make a strategic map of the R & D division which is harmonized with the corporate strategy. Furthermore, it shows an example of the evaluation index and goals of the research themes used to manage both short-term development themes and long-term research themes simultaneously. The paper finally shows that the framework of the Project & Program Balanced Scorecard is effective for R & D management in information technology service providers.
