The next-generation video coding standard, Versatile Video Coding (VVC), has been stan- dardized to achieve real-time delivery of high-definition images. However, while VVC can achieve higher compression performance than conventional High-Efficiency Video Coding (HEVC), the encoding time has increased. This paper proposes a CU block partitioning algorithm for intra-frame coding to accelerate VVC. In the proposed method, the target CU block is divided into low-frequency and high-frequency regions using a discrete cosine transform (DCT), and the CU block partitioning method is determined step by step based on the ratio of DCT coefficients in each region, the sum of DCT coefficients in the high-frequency region and the variance value of the target CU block. Early evaluation results show the proposed method can potentially reduce the encoding time while alleviating the BD-rate degradation.
