Abstract

The initial role of local governments during an infectious disease epidemic is to call for infection prevention. However, if the type of infectious disease is found to be dangerous or extremely infectious, the local government will request the residents to suppress their behavior in order to prevent the spread of the infection.

In order for the residents to cooperate effectively, the relationship between the local government and the residents needs to be good. In order to build a good relationship, information sharing and mutual understanding are premised, and the government must explain the policy with clear goals. In addition, it is necessary to protect the lives of residents when the infection is spreading.

It is important to understand that efforts to converge the new coronavirus infection are aimed at preventing the spread of the infection, not the detection of infected persons or the stores to which the infected persons belong.

The new coronavirus vaccine, which was expected as one of the effective measures for the convergence of the new coronavirus infection, was the first type of vaccine that human beings inoculate, and many people were worried, but when the effect was understood, it was inoculated. The number of applicants has increased. The municipality has endeavored to inoculate those who wish to be vaccinated as soon as possible. Municipalities have also endeavored to convey the usefulness of vaccination to those who do not wish.

Preventing conflict between those who are supportive of infection control and those who are not, and protecting the human rights of infected people having them cooperate in preventing the spread of infection are important for humankind in fighting unknown viruses.
