During the 1990s, there were few systems to support a homeless people in Osaka city. Therefore private sector was a leading figure in providing homeless support. However, governmental homeless support advanced around 2000, and the situation changed suddenly. In particular, the number of homeless decreased sharply because of the introduction of welfare benefits. Recently, many of ex-homeless people have regained control of their lives by getting various supports from the private sector.
This study is a trial attempt at capturing such practices academically. First, I arrange housing policies of the socially vulnerable especially homeless people. Second, I focus on the Airin District in Osaka city to grasp the actual situations and problems arising from residential supports for the socially vulnerable.
