Abstract
In the year 2000 the reform of helthcare system will be scheduled by Japanese government. The reform will request functional assignments of helthcare facilities and efficient management of helthcare resources. Helthcare information management system will assist this reform. This systems aim toward collection, processing and utilization of people's helthcare information during their whole life. Their basic technologies are security technology, secured digital storage, transfer information faithful to originals via network, secured integration of distributed database and computer assisted diagnosis. ISCL protocol using smart cards are most important technology in these area.
