In this paper, we propose a remote video monitoring system which has a partial area picture quality control, I.e. a sort of digital zooming function, to be applied in remote caring environment. In this system a target area of a monitored scene is chosen by the operation from a remote receiving side, and the target human body is estimated automatically by detecting its skin color and its movement. Then the selected area is encoded in higher resolution by "APC" algorithm and a receiving site can get a picture of the significant area in high quality. Some experimental results are also shown.
