Abstract
This research aims to establish an algorithm to create scalable video contents according to the video contents or the display capacity of the receiving terminal, and deliver it to the user. The main purpose of this experiment was to find the appropriate crop (cut) area when converting HD videos to CIF and QCIF size. A result observed was that the evaluation of the user or the impact received by user varied greatly depending on the crop area. When converting a part of the original video as the crop area, larger the area, higher is the evaluation by the user. Also, the size of the appropriate crop area varied according to the content and category of the video.
