Industrial Policy to create regional innovation by SME networks have not been achieved effective. In order to create innovation by network, it is reported requires as being 'small world network' structure and transfer of various tactic knowledge by closed human contact. Entrepreneurship, especially corporation, completion and reciprocity principle is the key factor of constructing network, but not found SME networks constructed with such Entrepreneurship. To create regional innovation, it requires continuity to focus upon entrepreneurship to promote constructing SME network.
