Abstract
In order to overcome the huge computational cost of HEVC (High Efficiency Video Coding) encoding, complexity reduction approach is required to utilize HEVC at the practical processing speed. In this paper, we focus on video transcoding from H.264/AVC to HEVC as one of the applications of HEVC, and we propose the low complexity scheme especially for motion vector decision whose complexity is dominant in overall HEVC coding process.
