Abstract
Study terrain in the Hilly and Mountainous Areas (HMAs) treats Agricultural Economics. The emphasis changes from economic development to socio-cultural one in developing countries (DCs) from perspective of Development Economics. Cultural Economics accumulates case studies to extract the development principle. We consider the concept of Development Education (DE) in the HMAs through case studies like a welfare education and a world history one in Nagano Prefecture. Our aims lie in the methodology of DE both in DCs and in HMAs to form the Creative Capital for the future. The analysis rely both on the theoretical study and on my practice.
