Abstract
This paper analyzed the problems of the registration system for intangible cultural properties and intangible folk cultural properties newly established with the revision of the Law for the Protection of Cultural Properties through the process of discussion of the registration system for intangible cultural properties and comparison with the Convention on Intangible Cultural Heritage.
Regarding the registration system of intangible cultural properties, we discussed the issue of recognizing the registered intangible cultural properties to the governing body of life culture.
In consideration of the fairness of the schools, the method of registering the governing body that maintains the culture was adopted at the design stage of the system. On the other hand, it was assumed that it would be difficult to be certified as holders of Important Intangible Cultural Property even if the designation was “upgraded”from Registered Intangible Cultural Property to Important Intangible Cultural Property.
Although the hierarchy of values has not been discussed for intangible folk cultural properties, the registration system has introduced the logic of value. The upgrading of undesignated intangible cultural properties to registration of intangible folk cultural properties has paved the way for an endless brand war.
