Abstract
The continuous transfers of the nuclear material such as enriched uranium between the states are implemented in accordance with the bilateral agreement which provides the regulation to ensure peaceful-non-explosive purpose, application of safeguards, prior approval of retransfer and so on. Japan has concluded six bilateral agreements with USA, UK, Canada, Australia, France and China. The domestic control which is requested by such bilateral agreement is implemented based on the flag control for the nuclear material and other materials. At first in this paper, history and background of bilateral agreements are analysed, and next, contents of each regulation are arranged. Finally the role of bilateral agreement for non-proliferation and the problems of the flag control on nuclear material are examined.
