In order to cooperate with developing Asian countries on promotion of barrier-free environments, it is necessary to understand their legislation system. Therefore, a comparison study of legislation system in Asian countries (i.e., China, Hong Kong, Indonesia, Malaysia, the Philippines, Singapore, Thailand, India and Japan) was conducted. As results of the study, following features are identified. - There are two types in the process of formulation. Some countries such as Hong Kong, Malaysia, Singapore, Indonesia and Thailand had adopted an integrated approach in the formulation of their legislation by incorporating accessibility requirements into existing building laws/codes. In contrast, Japan, China and the Philippines adopted separate approach by formulating barrier-free legislation distinct from existing relevant laws/codes. - Even in cases of formulating barrier-free legislation distinct from existing relevant building laws/codes, the building laws/codes have been amended in some countries after a certain period to implement the access legislation as mandatory criterion.
