As part of a study to clarify the “meaning of people coming together” in community-based exchange activities, this study analyzes the process from suspension to resumption of spontaneous exchange activities by citizens during the period when people’s interaction was restricted due to the COVID-19 pandemic. The authors tracked changes in the behavior and attitudes of owners of “Chiiki-kyosei-noie” in Setagaya Ward, Tokyo, which is an exchange activity mainly conducted by elderly people who open their homes to the community. As a result, the authors found that many of the elderly, even those at high risk of serious illness due to infection, resumed their activities and that online alternative activities were rarely used. The authors clarified that collective face-to-face interaction is essential for community-based exchange activities.
