Accompanied by enforcement of the Barrier-free Transportation Law in November 2000, the investigation for establishing the basic concept of barrier-free transportation was started all at once in all over Japan. In each local government, various forms of citizen's participation are being groped to reflect opinions of elderly people, physically-handicapped people, etc. on the basic concept. This paper especially refers to the future of citizen's participation based on actual steps of citizen's participation, progress management after establishment of the basic concept and formation of organizations to be pillars of civil activities.
