Abstract
Based on the Transportation Accessibility Improvement Law, which has been enforced since 2000, all Japanese municipalities have undertaken to develop a schematic design. Nevertheless, it remains unclear how the municipalities' activity will be carried out and how changes will be supported later by residents. These shortfalls present obstacles for realizing the changes' conception. In 2002, a schematic design was developed in Yachiyo city, Chiba Prefecture. The authors, along with individuals and NPO who have continuously involved themselves in development, held workshops for discussing route improvements from Yachiyo Chuo Station to periperal main facilities, the site of the city hall, and the boundary between them, gathering many proposals. Additionally, developing these activities, we exerted special efforts to establish it as citizen-based town planning. This paper presents discussion of the importance of that continuous community design and its required viewpoints based on these activities. As a conclusion, 1)Installation of community design, 2)Guidance to the substantial result, and 3) Cooperation with a specialist, are required for succession and its realization, of the idea of a schematic design.
