Abstract
This paper examines problems of global environmental policy-making. Special attention is paid to climate change policy-making. First, this paper deals with current states of climate change regemes. In, climate change issue area, Kyoto Protocol is established in 1997. And political agreement (Bonn Agreement and Marrakech Agreement) on rule of climate change regimes has reached in 2001. Second, this study focuses on linkages between international and demestic policy-making. Third focus is on roles of Environmental NGOs in climate change policy-making. 1. Introduction 2.
