Abstract
This symposium explored the controversial stress factors that were or were
not acknowledged by the courts as overloading or illegal. It also discussed the
presence of these factors in multiple occupations and identified the measures
that could be taken to solve these problems. A case involving a chief officer of
the Sapporo-Higashi Labor Standards Inspection Office (Sapporo District Court
decision, October 14, 2020) was taken up, and presentations were made on the
criteria and judgment for the recognition of mental disorders of workers with
dysarthria (difficulty speaking), and from the standpoints of industrial physicians
and human resource management departments.
