Abstract

In establishing the Transportation Basic Law in Japan, it is necessary to solve three main problems: Should we guarantee the “mobility right”? Should local government intervene in the management of public transportation enterprises? How should we secure a source of revenue to support the transportation policy? There are many people objecting to the Transportation Basic Law because they have concerns about these problems under the present conditions. Without these concerns being resolved, even if the Transportation Basic Law is established, it is very likely that it will not be effective. The key to making the Transportation Basic Law more effective is resolving these problems, thus reducing dissenting opinions.
