By an act revision in 2005, the Comprehensive National Development Plan was replaced with the National Land Sustainability Plan in order to ensure national and regional planning systems that will adequately meet the needs of the new era. What change did this institutional modification bring to the prefectural interest in the National Land Development Plan?
This study clarified what change occurred through the analysis of the assembly minutes. The prefectural interest changed clearly between the latter half of 1990s and the latter half of 2000s and its characteristics are summarized as follows: a) A remarkable decrease of nationwide interest, b) The disappearance of a clear local difference indicating that interest is higher in rural prefectures than in urban ones, c) A decrease of interest in describing demands of prefectures to the plan. From these results, it may be said that the prefectural interest is higher for the national plan than for the regional plan and the institutional change considerably influences the change of the prefectural interest in the National Land Development Plan.
