Abstract
The coastal zone is affected by the strong external forces of the sea. Therefore, concepts of real estate in coastal zone must reflect and utilize this dynamism, and should not be a mere extension of real estate on land. In existing social systems, some rudimentary contrivances to this effect have emerged. The following are deemed important:setting up buffer zones, management and protection of the sea, introduction of new ideas on the basis of scientific data and free discussion, utilization of local knowledge, and recognition of rational realities in long―term evaluation and planning. National land formation planning can be an important chance for this evolution to take place.
